You can find such an interpretation in the Chinese Sarvastivada Vinaya
(Taisho vol. 23, pp. 2c29-3b7)
A parajika bhikkhu/ bhikkhuni regretting what he/ she has done without
concealing his/her offence can remain staying in the Sangha through a
fourfold motion and is called a samanera/ samaneri who is given training (a
given-training samanera/ samaneri).
