Dear Dimitry

Thank you for the interpretation of "upanissaaya". I do not have
Margret Cone Dictionary, but, the online PED has similar
interpretation.

Please see the following copy and paste.

Upanissaya (p. 144) (adv.) [ger. of upanissayati, cp. nissayati in
same use & meaning) near, close by (with acc.); depending on, by
means of (acc) M II.3; S II.269; Sn 867 (tan), 901 (tapa°), 978, PvA
9 (Rajagahan), 67 (id.); VvA 63 (Rajagaha--setthin "with"). Cp. BSk.
upanisritya also a ger. formation, in same meaning, e. g. at Divy 54,
207, 505.

So, your rendering (upanissaaya - near, in the vicinity) has been
correct all along.

It was my oversight. I should have consulted PED more often.

Thank you for your kind correction.

And, thank you for mentioning the existence of Margaret Cone
Dictionary. If the entry/article was not very long, and would not be
too much trouble for you, I would like to see the entry in question
in MCD when you have time to post it here or off-list.

With kind regards,

Suan

a> The phrase "Saavatthi.m upanissaaya" is best translated

a> The phrase "upanissaaya" comes from the verb "upnissayati" (to
rely,

Indeed it is an absolutive.
'Upanissayati' also means 'goes near to', so 'upanissaaya' also has
meanings 'going near to', 'near (+ acc. or gen.)'.

(Please see 'upanissayati' article in Margaret Cone dictionary).

Metta,
