There is indeed, and I much enjoy listening to it when I read my mail or surf the net.  It is at http://www.ruv.is/index.jsp
The trick is that you click on "English", and there you have the choice of Channel 1 and Channel 2 (which is often the same in the middle of the night, Iceland time).  I love the choirs on Sunday, like a men's choir from some small town in the north, with beautiful but not overly trained voices singing folk songs.  The interviews are helpful, too, listening to the different types of voices and dialects.  To listen to the radio gives more a feel of the language, and its melody and flow.
