Both IE *taur- and Semitic *Tawr- point to a common Neolithic source *tHaur-, adapted as *(s)teur- with the IE Ablaut vowel.  So even if it's likely to have been originated in some European Neolithic paleo-IE dialect, this can't be a PIE word in the traditional sense.
