Give me some time to develop the argument. I have just started and will
continue tomorrow. As for <weotuma> etc., there are also forms without
*u, and these need not to be explained, since they may continue the
strong stem of PGmc. *wet-man- directly.

Kluge's Law operated in PGmc. "inside" Grimm's Law (after the change of
PIE *t and *dH into fricatives, not earlier than Verner's Law, but
before the devoicing of PIE plain voiced stops). The relative chronology
of that sequence of changes can be established very accurately.
