As one of the meanings of <religio:> was <superstitious hesitation>, it seems not to be incompatible with the hypothesis of its coming from <religa:re>. 
Otherwise there is also another one that seems more plausible, as <religens> and <deligens> were synonyms, so <religio:> and <religens>  were cognates.
Anyway, all these proposals, and the one you give now, have the same obstacle: lack of similar <-io:> formations from the lemma of infectum.

I've never been convinced by the usual etymology of <religio:> "religion" from
verb <religa:re>. Alternative views linking it to Latin relega:re seems a bit
less unplausible, but there's no sure etymology. Would the suffix <-ligio:>
linked to <legio:>?
Could we risk to propose a "heterodox" etymogy <religio:> < *rerigion- <
*re-sagion- or *re-segion- ?
