Pre-Cyrillic writing thousands of years ago?!

Any comments would be highly appreciated (especially regarding the
institutions, do they really exist? I can't find any reliable info on
them. Are those people real linguists/archeologists? I hope they
aren't.).

My major interest is linguistics and I think my knowledge of this area
is not bad. That's why I was horrified when I came across the
following "report" a week ago (a PDF file):

Please, does anyone know anything about this "conference" and/or its
participants? Do they really exist? Are they experts or "experts"? I
wish this was just a joke - a really stupid one.
