That's definitely false as stated: the PGmc. sources are
clearly different, though I gather that the PIE roots to
which they can be traced back are generally thought to be
related.

I'm not entirely certain that the PGmc. source of OHG
<ziari> has exactly the same vocalism as the OE, OSax, and
ON words, though it clearly belongs with *deyh2-.

I'm assuming that you mean *ti:-ra-. Since that's PGmc.,
they'd have to be Gmc. De Vries mentions an OFris. <ti:re>
'Schmucksache' (more or less 'ornamental trinket').
