If there is a link between Ouranos and Varuna, this link will not be regular IE shift. Maybe they shared some commons Pre-IE substratum ("Asianic"? Hattic? Elamo-Dravidic? Caucasian?)

Varuna's traits as "wise" and "sea-lord"  may reflect an influence of Sumerian Ea-Enki; his celestial traits could point to Sumerian An (Anu, Anshar).

This was PIE *xauswo:s with dissim. of u-w > u-0 in most (not Greek
*auswo:s > *a:uso:s).

Both *eurus and *urus 'broad, wide' existed. The wide sky was
called *euru-nos with metathesis in Indic. For *euru-nos, Greek
changed u > ou in some cases (compare Skt urvara:-, G aroura 'field'
and *wedn/udn()- '(wet?) soil' > Arm getin, G edaphos, oudas) and
dissimilated u-u > u-a by r (similar to L *ururo- > *aruro- > *aruo- >
arvum and so on).

The existence of both Varun.a = Ouranos and urvara: = aroura makes
the connection almost beyond doubt, especially since the existence of
Urwana- implies metathesis in at least one word.
