And the TI- spelling (and pronunciation?)seems to
vastly outnumber TL-.

True but it's still out there and Mexicans have no
problems pronouncing /tl/ in place names such as
Tlaquepaque and Tlatelolco. I'm sure that in Mexican
Spanish there must be other /tl-/ words.
