In another change /s/ and its allophone [z] develop

of the affricates, if not identical to them from the
start.

Is it known, or is there any way of knowing, which of
the changes came first?

I have previously stated that Aikio's pre-north-Saami substrate was Baltic.
According to his data,

sieðgavaššu (AA) siedhga-vas^s^u
"willow-thicket" ; "bosquet de saules" < pre-S *selika:-widsu
=> Pok 879 *√s°likâ. Cf. English sallow.
=> Pok 1177 *√widhu. Cf. English wood.

Apparently, Ruki operated before Satem,
at least in the north-Baltic substrate of Saami.
This word is Ruki but not Satem.
