In terms of when the Vedas were written, it is
pre-Vedic. It also probably precedes the composition
of the Vedas as well. The events documented in the
Vedas happened sometime around 1500 BCE --check Witzel
et al. for the best date.
As others on the list have mentioned, the form of
Indo-Aryan used in the Vedas is a later form, so the
Vedas probably date to somewhere around 400-100 BCE.
Read Witzel. He's not necessarily correct on
everything but he's on-line and one of the best
authorities out there
