I'm not sure; my impression is that a laryngeal would not have been
vocalised in this position, see *h2(h1)s-ter- > Celt. *ster-. And of
course Gk. astragalos points to *h2, not *h3.

First, it isn't absolutely certain that *h3 was labialised. Secondly, if
we have *wekW- 'speak', wegW- 'moisten', *gWou- 'cow', *gWih3(w)-
'live', then why not *h3ekW-?
