It's <opi:peúo:>, to be precise. I don't think it's a reduplication.
More likely an irregular development of *h1(o)pi-h3kW- 'look upon/all
over' (with metathesis or distant assimilation producing *h3pi-h1kW- or
*h1opi-h1kW-). Another possibility is *h3kWi-h1p- 'catch with the eyes'.

What makes sure "eye" is *H3_kw ?
I tend to think that there are two words :
H1_kw "to see" > H1okw "eye"
H3_kw "face, cheek"
