It's an occupational surname; the surnames <Fuller> and
<Walker> refer to the same occupation. For the occupational

<Walker>, from OE <wealcere>, refers the scouring and
thickening of the cloth by trampling it in a trough.
<Fuller> is from OE <fullere>, from Lat. <fullo:, -o:nis> 'a
fuller'. <Tucker> is from OE <tu:cian> 'to punish, to
torment', ME <tu:ken> 'to abuse, mistreat; to revile, to
abuse verbally; to snatch, plunder take with force; to
finish cloth by stretching and beating with rods, to full;
to fold, roll, or hitch up (a hanging garment or part
thereof) and tie into place with a belt or cord;
figuratively, to tie something up close to the body; to
dress in tucked up clothing'.
