Good God, no.
There are some on this list who would take up that cudgel but not I.
I firmly believe all PIE roots AND terminations began with a consonant.
If I ever write PIE *VC, it is only to correspond to the form of an older
PIE notation.
If I write *VC, just automatically correct to *HVC.
