Actually, he's simply following Meillet, or pretty nearly
so:

La voyelle *a, telle qu'elle vient d'être définie, n'est
pas toujours aisée à distinguer de deux autres phonèmes
indo-européens: *& et *º.

1º Dans beaucoup de mots, skr. i, av. i répondent à gr. a,
lat. a, celt. a, germ. a (en syllabe initiale), arm. a,
lit. a, v. sl. o; on désigne par *& le phonème
indo-européen que suppose cette correspondance; ...

2º A côté de *&, quelques correspondances engagent
peut-être à reconnaître une voyelle réduite désignée par
*º, qui alternerait avec *e, *o, et qui est représentée en
latin et en arménien par a, en grec par i, en germanique
par u.

arm. <tasn> 'dix', v. h. a. <zwein-zug> 'vingt', en regard
de gr. <déka>, lat. <decem>, etc.

lat. <quattuor>, sl. *c^Ityr- (supposé par tch. <c^tyr^i>
'quatre', etc.), hom. <písures>, en regard de att.
