The *sr- in *sreu- is not "presupposed" but securely reconstructed on
the basis of Skt. srávati, srutá, Germanic *stroumo-, Slavic *strumy,
Lith. srau~jas, OIr. sruaim, sruth, etc.
And, yes, rivers are often said to "run" in all languages I know.
