The first time I heard that pronunciation was in a film called _Be Cool_ (2005), in which Vince Vaughn went into a long misogynistic tirade ending with /biotsh/.
 
It was so effective that I always thought its usage began with people who heard and admired his innovation.

So far as I know, <beotch> is just a quasi-phonetic spelling
of a variant pronunciation of <bitch>.
