In the first place, there is no reason to think that H3 should be /xw/.
There are more proto-phonemes becoming H3 than just /xw/.
But it does not change the answer to your question.
 
Now, as far as I am concerned (and as far as I understand this issue)
your question is related to the phonological status of weak unstressed vowel [°] known as *schwa*.
 
kw, gw, ghw plus schwa is ku, gu, ghu,
on pure phonetic grounds.
The result might be affected by morphological leveling.
 
° plus H3 surfaces as unstressed [o] (in a language such as Greek).
Hence
kw e/o/° is kwe/kwo/ku
but
e/o/° + H3 is o:/o:/o.
Phonologically, it is not the same.
The result of H3 + e/o/°  is we/wo/u
