The *-T-t- > -ss- change is difficult to date with any precision because
it doesn't crucially interact with any part of GL or VL. It's part of a
general "western" tendency that affected Italic and Celtic as well, so
it may be pretty old, but on the other hand it may have remained a
productive morphophonological rule in derived environments long after it
ceased to be an active phonetic process (as in Latin).
