One option would be: PIE *h1remh- 'to rest, to be quiet'
In this case *h1romh-eh2 'halting/resting place' > Roma
(see Skt. rámate 'to rest')

So maybe initially Rome was only 'a (nice) resting place' of the
shepherds on 'the seven hills'...
