How irrational is your conclusion, just take a look on:
Alb Gheg plaf and Tosk plaf `thick blanket with a tufted fringe', as
well as pëlhurë 'fabric, drapery' in both dialects; Alb Gheg
njoftoj, Tosk njoftoj 'inform, tell', besides njoh 'to know' as well
in both dialects etc.
Your example rraf/rrah is characteristic to some idiom's, but is nor
Gheg, neither Tosk characteristic.
