Not only West-Slavic, cf. Slovene s^tiri. But Slavic *c^Ityre has nothing
to do with PIE *kWtwor-. The yer is a product of later sporadic reduction
in Slavic, common after initial *c^-, cf. c^eso/c^Iso,
c^elověkU/c^IlověkU.
PIE *kWtw- (phonetically *kW@... or *kWatw-) would yield *kot- in Slavic
in my opinion.

I don't see the logic in this. Why would it be possible in 5 but not in 4?
