They can hardly be cognate if they have different laryngeals, since *h1
and *h2 were not allomorphically related in PIE. We must, however,
distinguish two (unrelated) adpreps: *h1epi ~ *h1opi 'upon, near,
beside'; and *h2ápo ~ *h2pó- 'away from, after, behind' (hence
*h2ap-ero-, *h2apo-tero- 'later, further'). The latter could, in
principle, belong somewhere in Torsten's waterworld.
