no (so pn > m is regular)
 
a) But why a  PAlb *áp-na-u-la or *áp-nau-la would not give ámall ?

b) Do you now other extension in -no in other languages added to

Yes. I have give Lat. amnis < *ap-nis. So, *H2ep-no(u)lo is equal to *n.bh (u)-lo > avull.

   Note: The PIE suffix *-no represents at its origins  deverbative
adjectives: so  <verb + -no> (but it's true also that it was later
extended to other type of nouns too,so from here my question)

*-no-. Also -eno-, -ono-. Suffix forming adjectives. When the base is verbal, they are participial (tak-en); when the base is nominal [like in *H2ep-), they are adjectival (Watkins, AHDIER, pp.58)

m is regular in Albanian)
