I've studied this further and I'm still sure that
Avestan š does not come from hrt from 'rt but free
variation rt > rt/rs and then regular changes.

The accent changes in verb par@.../p@...@t- "fight"
(Sanskrit prt- "battle" but there's no change in rt.
In noun p@šana:- "battle" (Sanskrit prtana:- "battle")
the accent isn't on the first syllable but rt
(>rs>rs.) > š anyway.

There's no coalescence possible in @r@š "rightly,
correctly" which had final s. move to the next
syllable due to sandhi, avoiding rule r. > 0 before s.
which hid the evidence for earlier r.s. in ar.s.a >
arša for example.
