Which laryngeal in "father"?

I'm confused by a bit in Werner Winter's article on Tocharian in
Routledge's "The Indo-European Languages". On page 158 we see:
"Questions remain as to the reflexes of laryngeals. PIE *h1 definitely
yielded CToch. *a in peak position (cf Toch. B pa:cer 'father')"
Now, I thought that the 'father' was *ph2ter. Is this a typo, or is
there a school that believes that the h1 was present in that word
instead of h2?
