In other words: there are no hysterodynamic neuters, m-stems
or otherwise.

I'm not ignoring that at all. You, on the other hand, are
ignoring all the barytone neuter thematics.

There's nothing odd about oxytone neuter thematics:
masculine o-stems are often oxytone as well. It just proves
that neuter thematics like *yugóm are really thematics, not
m-stems, and that it's absolutely out of the question that
the -m belongs to the stem.
