My view about Alb. <bulë> 'bud' is that derives from zero-grade form
*bhl.H1-eH2, of basic root *bhle:- 'to blew, swell', contracted form
of *bhleH1- through regular outcome of PIE *-r.H1- > Alb. -ur- and PIE
*-l.H1- > Alb. -ul-. Other derivative seems to be Alb. <bulçi>,
probably from loc. pl. of consonant stem *bhl.H1-t-su > *bultsh-,
through regular change -tsh- > -ç- (cf. vjetsh > vjeç, mot-shëm > i
moçëm 'old'). As well as here belongs too <bullafiq> 'plum, fleshy,
unpleasantly fat' etc.
Furthermore, I think that Alb. <lule> 'flower', a singularized plural
of <lulë> is an assimilated form of <bulë> (b - l > l - l) and has
nothing to do with supposed Mediterranean substrate.
