The Demonstration of Joao S, Lopez is a solid one regarding Brazilian.
He really gave the rule...

On the other hand what Miguel Wrote is 'pure speculation':

So when we talk about Balkan Romance : this is another pure
speculation "a la Miguel" regarding the Balkan Latin. ...Miguel, no
serious linguist proposed s > js > j (doesn't matter the vowel
before) in Balkan Romance or in Proto-Romanian. Did you know this?
