Well, there are ises and then there are other ises. Not all lookalikes
must be related and there's no need to insist on a one-fits-all
pan-European etymology. For example, the initial syllables of <Iceland>
and <island> are of different origin in each case, and neither is
related to <isle>. I daren't propose an IE etymology for either
<Isefjord> or for <ising> off the top of my head, though I'll see what
can be done. However, especially as concerns the fish, I can't see why
<ising> should be related to any hydronyms at all. True, fish live in
water, but does it mean that their names should are expected to reflect
this rather trivial observation?
