Yes. (Although in German, for "slippery", <glatt> wouldn't be enough:
<rutschig>, <glitschig>, <gleitend> would be the more appropriate
adjectives.) Hence the colloquial New Year wishing: <Einen guten Rutsch
(ins neue Jahr)!>.

For this, there is <überfrierende Nässe> (this is the standard
meteorology term used in radio/TV/newspaper weather reports and
forecasts). One could also say <gefrierende Nässe>. (noun <Nässe> < adj
<naß> "wet")
