What if the laryngeal itself could trigger the RUKI? For instance,
*h2 (most likely uvular [X]) differed from *k ([q]) only by being
[+continuant], and whatever feature of *k triggered the RUKI, it
definitely wasn't the one of being [-continuant]. Cf. Slavic
*maxati 'wave' (probably -- in view of Lith. mosĂșoti) < *meh2s-.
