Looked it up in the American Heritage Dictionary. Lo and behold:

Russian <pod> "under"

(to which I'd add Latin <apud> "at" ("chez"))

and recalling that these pieces of land are at the water-side, I'm
back on the River *ap- and its absolutely directional postpositions
again.

And further

Latin
*ped-yor- > peior "worse" ("lower"?)
*ped-samos > pessimus "worst ("lowest"?)
