No, the rule here is intervocalic -sti- > S - it was quoted in
http://groups.yahoo.com/group/cybalist/message/18412 .
Latin *ustia (asterisked in on-line DEX) looks a bit dodgy. Western
Romance and most Italian dialects doesn't help here, for they would
have merged Latin _o:stia_ and *ustia. I wonder if there is any
connection with the Slavic cognate *ustIje 'entrance'.
