This is still pure hypothesis, but if I want to find a donor language
for an 'a-root', both options you mention are open to me:
1) I can claim it was borrowed by western IE from an pre-PIE
substratum in Central Europe.
2) I can claim it was borrowed from some non-IE language.
In case 1) one will find (if lucky) somewere else in IE a similar
root, but with e/o vowel, eg PIE na:us 'ship', Latin na:re,
nata:re 'swim' vs Greek néo: 'swim'. In case 2) there might might
correspondences in eg Semitic; Møller has Semitic correspondences for
*ag^-ro "gather, assemble".
