When dealing with loans it can be. Even more so if IE speakers
didn't have a sound corresponding to *s^, which they don't
seem to have despite Gam&Iv's brilliant idea. In English, the
"sh" sound is automatically accompanied with labial rounding.
If the Semitic language IE borrowed from was similar, the
interpretation of *s^ as IE *sw is indeed a plausible one.
