I think as follows:

Blond hair and very fair skin probably was a feature of the European
population between the Alpean territory is south and Scandinavia in
north.

I think that the IU tribes mixed with that population during their
migrations and brought those features southwords and northwords to
some extend.

Nowadays in seems to me that blod features are most common in
countries as the Netherlands, Denmark, North of Germany, Balticum and
South of Sweden.

In Norway where I live, blond features are most common in the south
and along the cost. Most Norwegians are neither blond nor dark-
haired, but ususally some mixture. In the north of Norway, dark-
haired people are very common.
