I plead absolute ignorance about the length of PIE dicks (*pes-es-&2),
but *pes-no- 'manly' (literally something like 'well-hung') was
probably used in ethnic names. Alas, one possible example is *pesno- >
PGmc. *fenna- > *finna-. If it was a complement paid by the envious
Germani to their better-equipped Uralic neighbours, your theory falls.
