Dear Alex,
Normal derivation of PIE *skeud- 'to shoot, chase, throw' should be
verb <hedh> 'to throw, to fling, to launch', due to at most regular
evolution of *sk- > h-, *eu > e, but I am afraid from an o-grade
form *skoud- > hadh > hedh.
Verb <shkund> is a prefixed form of a stem *kund, probably from
nazalized form of 0-grade variant *(s)kud- (cf. përkund 'to rock, to
shake'.)
