The usual way to say it is with Prtäteritum: Ich konnte es nicht
machen. There is another way of using Perfekt with modal verbs when
no verb stands behind the modal verb (possible in German). E.g. Ich
kann schon kochen, aber vorher habe ich es nicht gekonnt (vorher
konnte ich es nicht - with Präteritum). Or: Ich habe das nicht
gewollt. I heard the other version of this in a shop: Ich wollte das
nicht, Entschuldingung.
