/j/ is not a vowel (at most a semivowel).

The symbols *k^, *g^, *g^h imply palatalization, just like *kW, *gW and
*gWh imply labialization. Labialization and palatilzation can occur
independently of the following vowel (PIE had *k^u and it had *kWi).
