I react just in the way your conclusion are showed. See bellow:

Why should CP mention the Valah North of Danube if they were not
politically autonomous and organisated?

But he mention them long time before, in the time as Magyars came.

This is what is expected. As you before mentioned, let us see in the
sources what they say, not what we want to see in them.
