It's there in Pokorny as *kwei = "put in order" (or something of that kind).
The -w- is shown in Greek, where we specifically find it in alphabets that
retain the -w- (also mentioned in Pokorny).
The -o- grade + -eyo suffix is one of the standard ways of forming a
causative in PIE. (This formation is found in Germanic, Latin, Greek,
Sanskrit etc)

So it's a perfectly acceptable root with a good pedigree, and the causative
*kwoy(w)-eyo would mean "cause to be in order" = "organise" = "create, make,
do"
