First, Alb. skalit (not shkallit) is neo-Greek loanword from
skalezo, also skara form skara too. So they comes in Albanian when
evolution sk > shk cease to function. Shkallë is latin loan from
scalea, until sh- in shkatërron is negation prefix (cf. katërron,
ngatërron, ngatërresë, etc.). The word shkencë is probabley not from
italian scienza, but from one much oldest form.
