What environment, exactly, have you got in mind? I assume that by "PIE *k" you mean *k^, the phoneme reconstructed in the *weik^- root (incidentally, vis < *woik^s can't be right, since *oi > Alb. /e/, not /i/). <vis> may reflect something like *wik^jo-, if *-k^j- > Alb. -s- can be defended.
