No. The first one isn't even particularly similar to *pars'a-, while <pars'avya-> is a derivative of <pars'u-> 'side, rib' (< *perk^-u-, cf. Slavic *pIrsI- 'chest, breast' < *pr.k^-i-). A similar but (probably) different root.
