Don't ask me. I suppose some people believe that all poorly attested early Germanic languages must have been Gothic-like. I've often seen Langobardic listed as East Germanic, anyway (by amateurs rather than in serious publications). Of course the Langobards were originally an "Erminonic" group located somewhere near the Elbe, with Suebic affinities, and there's enough onomastic material to prove that.
