Never. And nowhere does the Behistun inscription mention "a category of people" called "Hravats". The inscription lists the satrapies of Darius' empire, including <harauvatis^>, which is a regular Old Persian rendering of Av. haraxWaiti: (Gk. Arachosia), and refers to the country, not to its inhabitants.
